The satellite is a geostationary early warning satellite that will replace the similar Kosmos-2379 satellite which is approaching the end of its operational life.
Kosmos-2379 was launched on  24th August 2001.

Kosmos-2440 will eventually occupy the 24W orbital position.

A Proton-K/DM-3 rocket has successfully launched a  Kosmos military satellite from  launchpad LC81 at the Baikonur cosmodrome on Friday at 23:59 GMT, 27th June, 2008.
The 2000kg Kosmos satellite has entered into geostationary orbit and is probably similar to early warning Oko-1 satellites that can  detect the launch of intercontinental ballistic missiles.
