Hurricane Dolly struck land Wednesday, threatening to dump 15 inches of rain and with sustained winds of 95 mph.

According to the U.S. National Hurricane Centre, Dolly strengthened to a Category 2 hurricane with winds of 160 kph as it neared the Texas coast.
