Hi,
With that amount of money you could get a decent set of 7 x 50 binoculars.
Forget about telescopes in that price range; though you maybe able to get a modest second-hand 60mm telescope, which will suffice until you can save up to get something larger.

As for books, I would recommend pocket sized star atlas such as `Collins guide to stars and planets` by Ian Ridpath & Wil Tirion.
But the internet is you best source of up to date charts and information.
