A classified K65M-R rocket was launched on the 22nd April, 2006 at 15:40 UTC on suborbital trajectory to test new elements to overcome anti-ballistic protection.

Several agencies had prepared the launch, including the Navy. The Federal Space Agency (Roskosmos) said Kosmos-3M puts satellites into elliptic and near-circular orbits of 250 to 1,700 kilometres, with a payload ranging from 1,500 to 5,000 kilograms.
